We are a public interest corporation consisting of companies and other entities which manufacture or sell luminaires (including their support devices and controllers).  The corporation is a national organization and the luminaires manufactured or sold by its members represent at least 95% of those produced in Japan at present.

Luminaires are indispensable and essential in all of people’s activities and lives, but we should note that they consume valuable electric energy.  We are doing the following activities so that the luminaires can be used safer and more comfortably and so that greener energy-saving products are provided.

Outline of Our Activities

General Activities

1.  Investigation, statistics and information collection

• Preparation of statistics on production, shipment, import and export as well as on forecast of demand
• Collection and provision of information about distribution

2.  Promotion

• Promotion of energy-saving products in order to achieve the standard for the specific device "Fluorescent Luminaires" under the Law concerning the Rational Use of Energy
• Issuance of "Recommendation of Luminaires Renewal" <Energy-saving, safety and comfortableness>
• Promotion of light pollution control guideline for public outdoor lighting and promotion of street lamps and crime prevention lamps
• Holding of International Lighting Fair
• Organization of events for "Akari-no-hi (Lighting Day)"

3.  Safety Improvement and Environmental Problems

• Improvement of product safety corresponding to the Electrical Appliance and Material Safety Law and the Product Liability Act and establishing of the information collection system
• Preparation and recommendation of engineering policy and indication manuals to assure the safety
• Promotion of harmonics suppression and noise prevention
• Promotion of product assessment for 3R (Reduce, Reuse and Recycle) activity
• Promotion of early inspection and replacement of luminaires using PCB and provision of information for their judgment and disposal

4.  Standardization Activities

• Establishment of JIL Standard, guide and engineering materials
• Cooperation in establishment and revision of Japanese Industrial Standards (JIS)
• Corporation in reply draft preparation for international standards (IEC, CISPR) and participation in international conferences

<Special Activities>

1.  Approval of Luminaire for Emergency Exit Sign

Luminaire for Emergency Exit Sign as specified under the Fire Service Law should be approved by Luminaire for Emergency Exit Sign Approval Committee of Japan Electric Association, a registered approval organization under control of the Minister for Internal Affairs and Communications.  We prepare the standards for Luminaire for Emergency Exit Sign and evacuation guide system used by the committee, register companies, approve models and issue approval certificates, make audits of companies, conduct purchase tests and so on.

2.  Voluntary Evaluation of Luminaire for Emergency Lighting

We have organized an Luminaire for Emergency Lighting voluntary evaluation committee for Luminaire for Emergency Lighting among the emergency lighting facilities specified under the Building Standard Law to establish the standard, register companies, evaluate models, make audits of companies, conduct purchase tests and so on.

3.  Voluntary Approval of Recessed Luminaires

We have organized an recessed luminaires control committee for recessed luminaires including S-shaped downlight to establish the standard, register companies, evaluate models, make audits of plants, register products, conduct purchase tests and so on.

4.  Establishing the Standards and Checking the Manufacturing Drawings for Luminaires in Public Facilities

We establish the standard for luminaires used in public buildings and check whether the manufacturing drawings are conforming to the standard.
　
　　　　　　　　　　　　　
5.  Investigation and Research of Disaster Prevention Luminaires

We carry out researches on how people see the guide lamps, investigations and researches of automatic check system and investigations related to maintenance of disaster prevention luminaires and specify the entity standard.

6.  Issuance and Distribution of Standards

We issue the entity standards and other standards established through our general and special activities above and distribute them to the members and those who request them.
